ROLE BRIEF

The role holder is a member of the Msingi SMT that is leading the organization and is key to Msingi’s growth and shaping for the future. The role holder is responsible for formulating Msingi’s long-term industry strategy that will transform the textiles and garments sector across East Africa. This will include analytical work to think through the phases and stages of industry growth in addition to developing a strategy that both guides Msingi, and inspires and influences East African governments and partners. Establish Msingi as a credible industry player able to convene, influence and shape the agenda through research, through developing effective mechanisms to convene and engage key stakeholders, and through the professional leadership and execution of key partnerships and initiatives undertaken jointly.  The role holder will also be required to lead the design and execution of specific interventions aligned to the strategy. This will involve identification, prioritization and sequencing of key activities; identification of relevant intervention mechanisms and recruiting of relevant industry partners.

Key Responsibilities
  • Through Msingi’s analysis, recruitment, and partnerships – ensure Msingi is positioned as a thought leader in the sector, a trusted friend of governments and a professional partner for funders and the private sector;
  • Represent the organization in key industry events and actively disseminate key findings of research carried out by the Msingi industry team;
  • Support development and publication of industry reports and analysis that may be used for external communication;
  • Lead industry advocacy and policy support with key textile and garments industry stakeholders across East Africa;
  • Establish the Textiles and Garments Advisory Panel, which will provide critical support in implementation of industry interventions;
  • Lead on the resource planning and the recruitment of the Textile and Garments Industry team  as per approved organization structure;
  • Overseeing the identification and management of expert external advisers across the region and internationally, as well as potentially technical consultants as needed;
  • Manage the professional development and training of the team, with the support of Msingi’s HR function;
  • Lead the development of the monitoring and implementation framework for Msingi – but also ideally help translate Msingi’s performance tracking into systems used by Governments and other players;
  • Manage team delivery and performance – though effective performance management, coaching and mentoring;
  • Support the delivery of Msingi’s high performance collaborative culture and demonstrate Msingi’s core values of Integrity, Excellence, Collaboration, Innovation and Transparency;
  • Ensure that implementation is carried out within set budgets and demonstrates value for money for Msingi’s funders;
  • With the CEO and wider senior management team, play a significant role in the overall management and development of Msingi;
Minimum Qualifications and Skills Requirements
  • Education & Certifications    
    • Master's degree in a relevant discipline or a relevant professional qualification such as economics, international development, or strategic management
  • Experience      
    • A minimum of 15 years relevant experience of which at least 10 years should be in a senior management role in an equivalent industry, preferably Textiles and Garments in EAC or globally;
    • Experience in public sector advocacy and policy development and influencing in EAC or globally
    • Demonstrated Project management and implementation experience
    • Experience in building a high calibre team and experience working with a wide network of technical experts and external consultants;
  • Knowledge      
    • Strong understanding of commercial drivers of competitiveness and positive business performance in the Textile and Garments Industry or other similar/equivalent industries;
    • A commitment to, and understanding of, market development solutions, with an ability to understand sector dynamics and approaches to transforming entire sectors;
    • A detailed understanding of government systems, particularly in an East African context, and of approaches to policy reform. An understanding of public policy decision-making processes and of the means of influencing policy effectively;
    • Up-to-date with the latest thinking and best practice in private sector development skills, but also within specific sectors;
    • Deeply established networks within the Textiles and Garments industry stakeholders will be an added advantage

Working conditions
  • The job requires up to 40% travel in and out of East Africa for work purposes, frequent meetings with internal and external stakeholders and evening / weekend work
